Passenger Class (Light-Duty) Battery Electric Vehicle Market Characterization
In 2023, the RTF contracted Apex Analytics and Rolling Energy Resources to perform a study that characterized the passenger class electric vehicle (EV) market. The study analyzed the personal, light-duty (passenger class) battery EVs market, including the competition groups, current test methods, available data, energy efficiency potential, and demand response opportunities. Based on this understanding of the market fundamentals, one intent of the study was to determine if there is potential for the RTF to develop an energy efficiency measure in the future. The study ultimately determined that while there are substantial data available, significant gaps remain that creates high uncertainty and limits the potential for developing a measure.

In 2025, the RTF contracted CLEAResult Energetics to perform a follow-up characterization on the commercial class (heavy-duty) battery electric vehicle market. The results from this study were presented to the RTF in March 2026.
