Background: As part of its 2012 work plan, the RTF enlisted the services of a competitively bid contractor (The Cadmus Group) to assemble the various written and digital elements of the End Use Load and Consumer Assessment Program (ELCAP) and convert the data into a modern searchable database that can be used by regional utilities and the RTF to evaluate 8,760 end use load shapes.

As of March 2013, this project has been completed and the final database and associated reports have been made accessible to the public, and can be accessed at the website location below. A username and password are required for security purposes to access the content, however the registration is free.
