RTF members are appointed by the Council for a three-year term through an open solicitation process. The Council seeks to select a group of members that provide a balance of technical expertise (engineering, statistics, evaluation, and programs development, operation, and planning), sector experience, technology focus, policy experience, and institutional experience for electric and natural gas efficiency and demand response. RTF membership is voluntary and consists of voting and non-voting members. At any one time there are between twenty to thirty Voting Members, who represent their individual expertise rather than their organization, and make decisions and recommendations to the Council.
The RTF membership also includes non-voting members: Corresponding Members and Ex Officio Members. Corresponding Members that bring special expertise to the RTF and maybe asked to participate in subcommittees or provide comments on matters discussed by the RTF. To highlight the important role regulators play in the region, commissioners and commission staff from Idaho, Montana, Oregon, and Washington are offered the opportunity to participate in the RTF either by applying to be considered for appointment as a Voting Member or serve as Ex Officio Member. The current RTF membership term is from 2025-2027.
