The Regional Technical Forum is chartered as a technical advisory committee of the Northwest Power and Conservation Council that was founded in 1999. As an advisory Committee to the Council, the RTF operates pursuant to the RTF Charter and RTF Bylaws adopted by the Council. The RTF’s operations are also guided by the Council’s Bylaws and policies.

The RTF Charter and Bylaws are reviewed and revised by the Council on an as needed basis. The current version of the Charter and Bylaws was adopted by the Council at its October Meeting in Portland, Oregon on October 16, 2019 with recommendations from the RTF and RTF Policy Advisory Committee.

Current version (October 16, 2019):  With recommendations from the RTF and RTF Policy Advisory Committee, the Council adopted a revised charter for the RTF at the October Council Meeting in Portland, Oregon.

Draft Bylaws and Revised Draft Charter


June 1, 2012: The RTF PAC reviewed and suggested revisions on the draft documents and forwarded them to the Council with a recommendation for adoption.

December 13, 2011: The RTF reviewed and approved the draft documents and forwarded them to the Council with a recommendation for adoption.

November 30, 2011: RTF members, funders, stakeholders, and interested parties were encouraged to review the draft bylaws and revised draft charter and submit comments.
