This measure is for the installation of a new manufactured home certified through the Northwest Energy Efficient Manufactured Housing Program (NEEM) and for the installation of a centrally ducted or ductless heat pump after the home has been sited.
NEEM specifications address the thermal efficiency of the building shell, including insulation levels, window and door U-values, infiltration, duct leakage, and construction practices. NEEM conducts site visits, inspections, and trainings multiple times per year at each NEEM-certified manufactured home factories to ensure the energy efficiency of NEEM-certified homes.
For the New Homes part of the measure, there are measure applications for NEEM version 1.1 with and without DOE Zero Energy Ready Home certification, as well as NEEM version 2.0. All NEEM-certified homes are ENERGY STAR certified under ENERGY STAR version 2.2, which is effective through the end of 2025. There are measure applications for both electric and gas homes. The thermal performance of new homes is modeled in ENERGY PLUS using the RTF’s front end, REEDR. Some of the efficiency specifications addressed in this measure include requirements for whole-house ventilation fan, water heater, and refrigerator efficiency; the energy consumptions for these end-uses are estimated separately.
For the HVAC part of the measure, there are applications for heat pumps installed in homes in all three Northwest heating zones and for a range of home shell efficiencies. The heat pumps must be installed within one year of the home siting. For heat pumps installed after the first year, RTF measures for heat pumps in existing homes are applicable.
