Discussion of a specification for centrally ducted heat pumps.

This would be a new measure that focuses on single speed heat pumps with either limited electric resistance installed or no electric resistance installed.  We are not focusing on savings for this meeting but on the specification in order to try to get a handle on what we should be specifying for installation and how we ensure that we achieve that specification through our delivery verification.  

We do not want to repeat or recreate PTCS.  We will also be focusing on heating zone one as it is simpler to succeed with limited or no electric resistance in this heating zone.  We will be using the discussion that occurs in this subcommittee meeting to help us think about how we apply this measure to heating zones two and three and how we would move forward with a cold climate centrally ducted heat pump measure with limited or no electric resistance heat.
