This measure is the installation of an inverter driven DHP with HSPF 9.0 or greater in a house with existing zonal electric. A short duct run type indoor unit is allowed in lieu of a ductless indoor unit.

After a 2019 update to savings and costs, the RTF found there to be very few cost-effective applications for DHPs.  The ideal measure specification would likely require installation of a DHP in the main living area of a home with no non-electric, supplemental heating sources present and a clear signal that the home is occupied year-round.  Included in the measure are screened applications, in addition to an unscreened ‘any’ measure, that attempt to identify homes that rely heavily on electricity for space heating.  Some of these screened applications are cost-effective, but programs can opt to use whichever application makes sense for their utility.
