Air Source Heat Pump Upgrades and Conversions SF

Note: The conversion portion of this measure is considered under review per the December 2022 RTF decision.

This measure is for the conversion from an electric forced air furnace to an ASHP.  The ASHP can either meet the Conversion or Upgrade efficient condition.  These two applications are designed to be additive as applicable. If the efficient case meets the Conversion criteria the savings would be for the Conversion application only.  If the efficient case meets the Upgrade criteria the savings would be for the Conversion and Upgrade applications combined. 

At the 2019 ASHP update the RTF opted to develop only an “any insulation” measure and to remove measure identifiers for good, fair, and poor insulation for both upgrades and conversion measures. That update also incorporated the previously independent measure for Variable Speed ASHP Upgrades.

Conversions:
The conversion measure is the conversion from an electric forced air furnace to an 8.5 HSPF heat pump. Savings are based on weighted average results from evaluations.  All applications were set to Under Review at the December 2022 RTF meeting due to the variability found between program evaluation results.         

Upgrades:  
The upgrade measure is upgrading from an 8.8 HSPF heat pump to a variable capacity heat pump.  Savings are based on calibrated SEEM runs. The Upgrade application is set to Planning due to less certainty in modeling of SEEM and general uncertainty around VCHPs.

Decision Details

Clarify eligibility requirements for (central system) heat pump UES measures so as to limit eligibility to single speed and two speed compressor systems.

BPA is planning lab and field tests of the new generation of central heat pumps with variable speed compressors. Results are expected in 2013, at which time the RTF may review a proposal for a UES measure for those units. In-situ duct system efficiency is the primary unknown at this point.
