The conversion measure is the conversion from an electric forced air furnace to an 8.5 HSPF heat pump while the upgrade measure is upgrading from an 8.5 HSPF heat pump to either a 9.0 HSPF heat pump or a variable capacity heat pump. For a recent 2019 update the RTF opted to develop only an “any insulation” measure and to remove measure identifiers for good, fair, and poor insulation for both upgrades and conversion measures. That update also incorporated the previously independent measure for Variable Speed ASHP Upgrades.
Savings for the conversions measure are based on weighted average results from evaluations. Heating zone 1 savings have been set to Proven while heating zones 2 and 3 are considered planning due to varying results across fewer evaluations.
Savings for the upgrades measure are based on calibrated SEEM runs. Similarly to Conversions, savings for an upgrade to a 9.0 ASHPs in heating zone 1 are set to Proven while upgrading to a 9.0 ASHP in heating zones 2 and 3 or to a variable capacity heat pump is set to Planning due to less certainty in modeling of SEEM for those zones and general uncertainty around VCHPs.
