The RTF's Small/Rural Subcommittee meets quarterly to discuss how to support the specific needs of small and rural utilities. Members are invited to share successes and unique ways they are accomplishing energy efficiency within their service territory in hopes that their efforts could inform and encourage similarly sized or positioned utilities in the region. Lower Valley Energy is an electricity and natural gas cooperative servicing western Wyoming and eastern Idaho. Part of Lower Valley Energy’s business plan involves reconductoring (replacing an existing distribution conductor with a new one) to move power lines from overhead to underground.
