In 2022, the RTF contracted ADM Associates, Inc. to review all current UES measures' incremental cost estimates and methodologies for rigor, accuracy, and consistency with the RTF Guidelines. Overall, ADM determined that the majority of cost estimates and methods were compliant with the Guidelines and no adjustments were needed. ADM did identify nine high priority measures to be addressed before sunset dates, as well as potential areas for improvement when measures come up for renewal, specifically around transparency and rigor. The RTF discussed expectations and next steps from these recommendations at the January 2023 RTF Meeting (see meeting link for minutes and presentation materials).
