The Northwest Power and Conservation Council in its 2021 Power Plan directed the RTF to identify how to improve the valuation of flexibility benefits from energy efficiency to support power system planning. In 2022, following this guidance, the RTF contracted with Cadeo to perform a study on this topic. The study was performed in two phases:

  1. Document the current landscape of how power system planning is accounting for demand flexibility, as well as the interaction between demand response and energy efficiency.

  2. Analyze and classify the interactive effects from DR and EE to inform future modeling of these resources.

The RTF will be leveraging the findings from this study to improve its modeling of energy efficiency and demand response by comprehensively considering measures that provide both EE and DR.
