In its 2021 Power Plan, the Council directed the RTF to identify how to improve the valuation of flexibility benefits from conservation measures to support power system planning. In 2022, the RTF contracted Cadeo Group (acquired by Resource Innovations in 2024) to perform a study on this topic. The study was completed in two phases:
- Literature Review: Document the current landscape of how power system planning accounts for demand flexibility, as well as the interaction between demand response and energy efficiency.
- Framework Memo: Analyze and classify the interactive effects from demand response and energy efficiency to inform future modeling of these resources.
The RTF anticipates leveraging the findings from this study to improve its modeling of energy efficiency and demand response by comprehensively considering measures that provide both conservation and demand response.
