In the low-income weatherization program in Washington State, primarily in King County, it has been determined with pre and post whole building blower door testing and energy simulation and follow through billing analysis, whole building air sealing of smaller sized multifamily buildings and commissioned ventilation systems to meet ASHRAE standards is a cost-effective measure. Air sealing is principally achieved by dense packing side walls and rim joists to a previously insulated building. These are smaller multifamily buildings built before 1995. Although, present work identifies buildings newer than 1995. Attic insulation is typically removed to provide the best opportunity to air seal all penetrations through the envelope. Currently, Aero Barrier is being considered to advance the effectiveness of this air sealing. Ventilation is upgraded and commissioned to achieve compliance with ASHRAE standards. Currently, King County Housing Authority's low Income weatherization program utilizes PSE funding execute this work through tariff funding. King County Housing Authority would like to perform this work on similar housing in Seattle City Light Service territory at Ballinger Commons, an apartment complex in Shoreline WA. But Seattle City Light has not considered this measure and looks to guidance from BPA and the Regional Technical forum.
