Description

We have a CVR measure, but we don't have one for BTM smart inverters doing the same thing. But we should, since smart inverters compliance with 1547-2018 can do autonomous volt-VAR optimization out of the box; they just need a utility to tell them how to set them up when they're interconnected. So let's do that. Hey, NREL already did a paper showing this is the case: https://www.nrel.gov/docs/fy17osti/67296.pdf
