Proposing a measure for residential Cellular Shades which go on the interior of a window and decreases the U-Value of the window and also deflects radiative heat from sunshine. Their is a PNNL lab homes study located here which estimates energy savings https://www.pnnl.gov/main/publications/external/technical_reports/PNNL-24857Rev1.pdf There is a national certification by AERC and there are currently some cellular shade products that are certified https://aercenergyrating.org/ We are requesting a standard rebate and retail delivery mechanisms for both homeowner and contractor installed, although we believe most homeowners will install themselves. We also want to request both the automated and non-automated types of shades. The only manufacturer to have AERC certification is Hunter-Douglas and they have pretty high costs so we would like costs for other manufacturers to be included in the incremental cost analysis assuming that more manufacturers will go through the certification process. Excel energy in Colorado currently carries this measure and we are reaching out to them to get more information on the measures they offer and how they developed energy savings estimates.
