This measure was developed for energy efficient new multifamily homes up to three stories in Idaho and Montana. The measure specification is a combination of shell and appliance measures. This measure was deactivated in Oregon and Washington, as both of those states maintain relatively efficient building codes already. The category for this measure changes based on heating system type, and is either Planning or Small Saver. For electric zonal heated multifamily buildings, the measure is Planning, with an associated research strategy, as the majority of new multifamily homes use this heating system type. For electric in-unit central (heat pump) heated multifamily buildings, and for gas heated multifamily buildings, the measure is a Small Saver.
