This measure was developed for energy efficient new multifamily homes up to three stories in Idaho and Montana. The measure specification is a combination of shell, heating system, lighting, and appliance measures. It doesn't apply to Oregon and Washington, as both of those states maintain relatively efficient building codes already.

The RTF opted to deactivate this measure a their June 2020 meeting.  Regional interest had waned with BPA using their own performance-based measure, Idaho power doing something similar, and NEEA no longer supporting the specification.
