The measure specification for a level 2 electric vehicle charger is an ENERGY STAR Level 2 charger and assumes the purchaser is already planning to install a level 2 EV charger. The baseline is a current practice mix of level 2 chargers and the savings are 5-50 kWh, depending on networking capability and installation location.  This market is still developing and has a high level of uncertainty.
