Approve the Oregon Energy Star New Construction Home UES measures (three BOP1 (Equipment, Ducts Inside, and Envelope) and BOP2 (Zonal)) for all Oregon climate zones;Change the CFM to 325 for heat pumps and 293 for all other system types; Set the measure category to “Proven”;Set the measure status to “Active”; andset the sunset date to April 30, 2015.

Decision Details

Approve a Northwest version of REM/Rate as a performance based compliance tool for the NW ENERGY STAR homes program. Trade-offs for slab insulation and infiltration are not allowed, and the heating system HSPF must lie between 8.0 and 9.0.

Proposer plans to return with subsequent analysis showing compliance for other trade-off options

Approve Measure Update

Decision Details

The RTF approved the Oregon Energy Star Home 2012 specifications and unit energy savings with active status with the measure workbook amended with window incremental cost data from the Pacific Northwest National Laboratories national survey and with sunset criteria of the date that a new residential energy code is adopted in Oregon.
