Approve measure update
Decision DetailsApprove the following Manufactured Home measure analyses and Research Strategy: Heat Pump Conversions, Heat Pump Upgrades, Commissioning Controls & Sizing (CC&S) and Performance Based Duct sealing. Set the Category for measures to "Planning" ; Set the Status to "Active"; Set the sunset date to August 31, 2018.
Approve measure update
Decision DetailsAdopt the delivery verification guidance, and related specification changes, as presented and with a 30 day review period, for the following measures:Residential Weatherization (SF and MH); Residential Performance Based Duct Sealing (SF and MH); Residential Commissioning Controls and Sizing (SF and MH).
Approve measure update
Decision DetailsChange the status from 'Active' to 'Under Review' for the Residential Weatherization MH;Residential Commissioning Controls & Sizing MH; and Residential New Construction High Performance Manufactured Homes.
Approve measure update with direction for future analysis
Decision DetailsAccept the research strategy (slide 19) for the Residential Heat Pump Commissioning Controls and Sizing MH UES measure. Set the Category to 'Planning', Status to 'Active' and sunset date to March 2016.
The 1-year sunset date is intended as a check-in on the research plan process, not a revisit of the measure workbook. Since the check-in process (with the R&E subcommittee) is new and still under development, the RTF was not comfortable with a longer sunset date.
Approve measure update
Decision DetailsApprove staff proposal for PTCS Commissioning Controls & Sizing to extend the Sunset date to December 2014. Move measure to planning, under review, and draft a research plan for this measure.
Sunset date extension
Decision DetailsAccept staff’s proposed plan to bring the Out-of-Compliance UES measure into compliance and to extend the sunset date to July, 2014.
Set measure to Out of Compliance
Decision DetailsAdopt the SBW recommendations for the Residential Manufactured Housing Performance Tested Comfort Systems (PTCS) Commissioning, Controls and Sizing measure and change the status to Out of Compliance with a sunset date of November 1, 2013.
RTF staff will work with stakeholders to develop a plan to bring the measure back into compliance with the Guidelines based on the recommendation memo and seek RTF approval of that plan by the sunset date. If a plan is not approved by the RTF by the sunset date, the measure will be deactivated.
Direction for further analysis
Decision DetailsClarify eligibility requirements for (central system) heat pump UES measures so as to limit eligibility to single speed and two speed compressor systems.
BPA is planning lab and field tests of the new generation of central heat pumps with variable speed compressors. Results are expected in 2013, at which time the RTF may review a proposal for a UES measure for those units. In-situ duct system efficiency is the primary unknown at this point.
Approve measure update with direction for future analysis
Decision DetailsRevise the measure descriptions to include/allow “New Construction”; measure status to remain as "Under Review for compliance with Guidelines (Develop new, separate measures for New Construction after SBW review and when updating all heat pump and Wx measures with SEEM94).
An RTF contractor is currently reviewing these measures for compliance with the Guidelines. Also, these measures will be re-run with SEEM94.
Approve measure update
Decision DetailsThe RTF accepted the deemed measure updates for existing manufactured homes.
