The Commissioning, Controls & Sizing for Single Family and Manufactured Homes measures were deactivated at the January 2020 RTF meeting. The ASHP measures still account for some existing CC&S. The RTF intends to consider other versions of this measure in the future.

Decision Details

Accept the research strategy (slide 19) for the Residential Heat Pump Commissioning Controls and Sizing MH UES measure. Set the Category to 'Planning', Status to 'Active' and sunset date to March 2016.

The 1-year sunset date is intended as a check-in on the research plan process, not a revisit of the measure workbook. Since the check-in process (with the R&E subcommittee) is new and still under development, the RTF was not comfortable with a longer sunset date.

Set measure to Out of Compliance

Decision Details

Adopt the SBW recommendations for the Residential Manufactured Housing Performance Tested Comfort Systems (PTCS) Commissioning, Controls and Sizing measure and change the status to Out of Compliance with a sunset date of November 1, 2013.

RTF staff will work with stakeholders to develop a plan to bring the measure back into compliance with the Guidelines based on the recommendation memo and seek RTF approval of that plan by the sunset date. If a plan is not approved by the RTF by the sunset date, the measure will be deactivated.

Direction for further analysis

Decision Details

Clarify eligibility requirements for (central system) heat pump UES measures so as to limit eligibility to single speed and two speed compressor systems.

BPA is planning lab and field tests of the new generation of central heat pumps with variable speed compressors. Results are expected in 2013, at which time the RTF may review a proposal for a UES measure for those units. In-situ duct system efficiency is the primary unknown at this point.

Decision Details

Revise the measure descriptions to include/allow “New Construction”; measure status to remain as "Under Review for compliance with Guidelines (Develop new, separate measures for New Construction after SBW review and when updating all heat pump and Wx measures with SEEM94).

An RTF contractor is currently reviewing these measures for compliance with the Guidelines. Also, these measures will be re-run with SEEM94.
