Note: As of the December 2023 RTF decision both the conversion and upgrade options within this measure are "Under Review". All applications were set to Under Review at the July 2023 RTF meeting due to the uncertainty of the longevity of this measure as the full CDHP measure suite is reviewed over the 2024-2025 timeframe.

This measure is for the installation of a centrally ducted air source heat pump (CDHP) in an existing Single Family or Manufactured Home.  The CDHP can either meet the Conversion or Upgrade efficient condition.  These two applications are designed to be additive as applicable. If the baseline and efficient case meets the Conversion criteria the savings would be for the Conversion application only.  If the baseline and efficient case meets the Upgrade criteria the savings would be for the Conversion and Upgrade applications combined. If the baseline is unknown but the efficient case meets the Upgrade criteria the savings would be for the Upgrade application only.

Conversions:
The conversion measure is the conversion from an electric forced air furnace with or without central AC to a federally compliant centrally ducted air source heat pump. Savings are based on weighted results from evaluations. 

Upgrades:  
The upgrade measure is for the installation of a centrally ducted air source heat pump that meets the RTF Cold Climate requirements: COP at 5°F ≥1.75 and Capacity at 5°F that is ≥70% of the capacity at 47°F.  The Upgrade application is set to Planning due to uncertainty about the representativeness of the current savings values compared to the current specification as the RTF waits for CC-CDHP field data to arrive and inform new modeling.

Decision Details

Clarify eligibility requirements for (central system) heat pump UES measures so as to limit eligibility to single speed and two speed compressor systems.

BPA is planning lab and field tests of the new generation of central heat pumps with variable speed compressors. Results are expected in 2013, at which time the RTF may review a proposal for a UES measure for those units. In-situ duct system efficiency is the primary unknown at this point.
