As a result of changes to the measure adopted at the April 2017 RTF Meeting this measure was altered in the following ways from the previous version (v2.5):

  • Changes in savings: Changes in both baseline and efficient case changes the savings. In addition, this update separated small homes and mid-size homes as different measures while the previous version blended the two home sizes.
  • Changes in cost-effectiveness:  Mid-sized homes in some climate zones went from cost-effective to not cost effective. The efficient case for this update includes more aggressive shell upgrades causing the efficient case to be more expensive while savings remain relatively similar. Small gas heated homes are not cost-effective in this update while gas heated homes were cost-effective in the previous version where the measure was a blend of 5% small homes and 95% mid-size homes. Due to the blending of home sizes in the previous version. The results are not directly comparable, especially for small homes.
  • Changes in measure specification or application: New specs in code and in Built Green program
  • Changes in category: Some measure applications have gone from Proven to Planning

Direction for SEEM calibration

Decision Details

Approve the Phase I calibration for manufactured-home new construction measures described above, but not for homes with SEEM (69/64)/sq. ft. below 1.5 (HP) or 3.0 (ER). The Phase I calibration aligns SEEM (69/64) with VBDD for homes with clear heating energy signatures and no non-metered fuels. Staff will examine alternative data sources (especially NEEM, 2009) to determine if the calibration should be adjusted for new-construction homes.

Approve a Northwest version of REM/Rate as a performance based compliance tool for the NW ENERGY STAR homes program. Trade-offs for slab insulation and infiltration are not allowed, and the heating system HSPF must lie between 8.0 and 9.0.
