Direction for SEEM calibration

Decision Details

Use RBSA data to calibrate SEEM 94 for single-family new construction, but that the current Phase I model should be modified so that the U variable is variable between 0.075 and 0.05 at a slope half way between flat and as observed from the curve fit to RBSA data. The slope is zero for Uo less than 0.05. As applicable, different adjustments will be calculated for baseline and efficient cases.
