About measures and protocols
One of the RTF’s primary functions is to provide the Pacific Northwest with consistent and reliable quantifications of electric and natural gas energy savings estimates for specific technologies and actions. The RTF relies on its guidelines to judge the quality and reliability of savings estimates, costs, and benefits, as well as the lifetime of RTF measures. The RTF measures are classified by the approach used in estimating savings: Unit Energy Savings (UES) or Standard Protocol. Both measure types or further classified by status (Active, Under Review, or Deactivated) and UES measures are also classified by category of qualify standards (Planning, Proven, or Small Saver). In addition to the existing measures, the RTF also works on developing new measures. New measure proposals can be submitted to the RTF through its open solicitation form. The RTF reviews new measure proposals periodically and for these proposals the RTF approved for development, they are incorporated into the above table.
