Summary

When the RTF approves updates to measures and standard protocols, it also determines how reliable the estimates or savings methodologies are. If the RTF determines a measure is not sufficiently reliable but has significant potential for the region, it sets the measure category to planning. This commences the development of a research strategy, which will analyze data gaps and research that’s required to successfully identify a reliable savings estimate.

This subcommittee helps develop these research strategies, available through the Research Strategies Tracker. This includes identifying priority research questions and potential research paths to help the region understand the scope of research that will be needed. This subcommittee also reviews any specific research plans in support of RTF measures or standard protocols, and provides recommendations to the RTF on how that research could be leveraged to improve the reliability of savings estimates. The Research and Evaluation Subcommittee also reviews and support the projects selected by the RTF Policy Advisory Committee in the 2025-2029 Business Plan to complete selected research objectives for existing RTF Planning Measures. It is anticipated that this subcommittee will convene quarterly.
