RTF Charter and Bylaws

March 12, 2013:  With recommendations from the RTF and RTF Policy Advisory Committee, the Council adopted a revised charter for the RTF at the March Council Meeting in Portland, OR.

June 12, 2012:  With recommendations from the RTF and RTF Policy Advisory Committee, the Council adopted a charter and bylaws for the RTF at the June Council Meeting in Missoula, MT.

Draft Bylaws and Revised Draft Charter

June 1, 2012:  The RTF PAC reviewed and suggested revisions on the draft documents and forwarded them to the Council with a recommendation for adoption.

December 13, 2011:  The RTF reviewed and approved the draft documents and forwarded them to the Council with a recommendation for adoption.

November 30, 2011:  RTF members, funders, stakeholders, and interested parties were encouraged to review the draft bylaws and revised draft charter and submit comments.

I offer the attached modifications to section 3 of the draft charter. Key points: 1) The bullets should be alphanumeric to allow easy reference. 2) A key first step to the identified objectives is to assess current practices. Without that assessment, no useful projections of future energy conservation can be made. 3) I have ordered the bullets into a chronological approach for ease of interpretation. 4) I have removed some of the redundancy and used the term "conservation resource" to replace a variety of other similar terms.

In Article IV, C. of the bylaws, should it be "RTF voting members" instead of "RTF members"?

An abstention should in not way affect the outcome of a vote. An abstention of a member can not be counted toward the margin of which a vote needs to pass.

Roll count vote. I feel we should not use roll count votes as we are a group of individuals and doing roll count votes could pass pressure from an individualís employer.
