Description

In 2018, BPA adopted a new Resource Plan designed to prioritize BPA regional resource needs and guide the development of new energy efficiency measures. BPA is a winter peaking system and the Resources Plan guides energy efficiency to develop measures that shave the winter peak. Commercial refrigeration and HVAC measures directly support BPA resource needs and transmission system needs. BPA recognizes Commercial Refrigeration as an important end use in the commercial energy savings portfolio for the region. The Northwest Power and Conservation Council (NPCC) identified commercial refrigeration as the third highest source of commercial conservation savings behind commercial lighting and HVAC systems. Given the importance of Commercial Refrigeration to meeting future energy savings, BPA began exploring existing measures to meet regional energy targets. The BPA team has prioritized new measures for consideration by the Regional Technical Forum and would like to submit "Floating controls for multiplex refrigeration system" for consideration. To support this submission, BPA is including a measure profile which includes the following information: a product/technical description; references to past RTF actions; energy savings identified by other entities; proposed energy savings; cost information; possible bundling opportunities; a rough estimate of technical potential developed in conjunction with the NPCC; and technical references used in developing this recommendation. Our latest estimates for technical potential for this measure is: 8.8 aMWs. The BPA team looks forward to working with the RTF to explore this new measure. We encourage the RTF to reach out to industry experts, commercial grocery refrigeration managers and regional utility program managers to refine this measure.
